4 – Reports
4.1. – Short report of the board members
Oktavía Hrund Jónsdóttir (PPIS)
PP-EU IS REGISTERED! <3
We are now waiting for the registration number, so that we can set a bank account. That should happen tomorrow, 12th April.
Would like to set-up initial meeting because of the registration vice the treasurers and vicechairs and discuss more effective managing tasks and everything.
Antigone (Gabrielle Nereuil PP-FR)
See mail 10.04.2018
On the situation in France concerning EU-election : we are talking with several groups defending Civil Right, Base Democracy, Inclusion of the citizen in the decision making process. The discussion focused on the local election but we set up an informal group to work on the european elections too. We are still at the beginning of the work and trying to see, how we could developp a way to work together, what are our “red line and adhesion criteria”, if we want a common programm or not and so on…Some of these groups are connected on a european level (for instance: PACE) and some are little but willing to be part of a larger european discussion on the renew of the democracy on the european level.
If you have in your respective countries a dynamic close to this, it could be really interesting to share your experience and eventually to see how we could have something like a “Citizen Swarm” for the european election :)
For the election, we will need 148 candidates (one national liste that has to be complete). That is not a big problem. Our main obstacles, is the money : we have to buy the ballot by ourselve and don't receive public subsidies if our score is under 3%. The cost of the ballot for France is around 500 000€. So, we are quiet humble with the fact, that we will not have all this money. Some of the pending questions are : How many could we crowdfound? In common with other groups? For which purpose?
Markéta Gregorová (PP-CZ)
Prepared the media plan https://docs.google.com/spreadsheets/d/1pW6ylhyoHLjrVsSma6gYpMvWFNDPb6AFD7ZQQ-MmOQY/edit?usp=sharing, sent an e-mail explaining it a little. Will talk about it more today.
Otherwise finally since April working for the Czech Pirates, so will finally look into the common program and start helping.
Bastian (Sebastian Krone, PP-DE)
I did a lot of technical stuff again:
Fixed the feed problem of the wiki.
All Pads are in the Docuwiki now. It's a different syntax.

Participated in the CEEP meeting
Markéta and Ernst will request an account for the website in order to add content.
Ernst is proposing a group (e.g. on facebook) for peer review of posts for the website.
Bastian proposed storing the post as unpublished in the Wordpress CMS and wait for review by 2 persons, Ernst considers this a good idea.
https://about.mattermost.com/
Bastian is also proposing to use Mattermost (will make a PPEU-Group a.s.a.p.)
Antonios Motakis (PP-GR)
Dug out and checked vote.IT and send it to Bastian (received very well).
Attended the CEEP Meeting and chaired it - sent an e-mail with follow-up actions
Some follow up actions where defined:
(1) Decision making process will needs to be written down until the next meeting
Alexander Spies will prepare a proposal, ThomasG will assist
(2) Proposal 3: the parties should be asked for the deadline they need to translate and adopt it, based on this a decision will be made. To be answered by each party by the end of April.
Tony from the board will hand over Proposal 3 to Antigone, as for her sending out a questionnaire to the parties.
(the question is by when we need to have a final text for ratification by the parties, see lines 120-124 n the minutes)
(3) Follow up with the people that volunteered for the work groups and ensure they have each other's contact and that a kick-off meeting is set for each.
Ernst Spitaler (PP-AT)
Did some research on pirate parties in europe, special focus on when next elections are in each region or state. E.g. Luxembourg has a high likelyhood of having parliamentary members next, but didn't get information about when elections are there.
Slovenia has elections soon.
Many parties in europe are defunct.
Haven't drawn a final conclusion yet from the gathered data.
Invited Exile to a discussion about the Catalunya situation. (Exile attended - thanks to austrian pirates for listening to “foreign” problems)
Sweden has elections this year in September.
Hrafndís Bára Einarsdóttir (PP-IS)
not present
Exile (Oliver Herzig, PP-DE, PP-CAT, PC-ES)
Main Issue in Cat/Spain is still the tricky situation regarding the “independence” of Cataluña… In fact there seems to be no progress (or at least it is going very bit by bit). Catalans are still without a own goverment - Madrid managing things.
Pirates are still alive but quiet facing a strong lack of manpower.
Attended a meeting with Austrian pirates about the situation.
Mikuláš Peksa (PP-CZ)
not present
5 – First Steps
5.1. Working Groups
Comment Antigone:
The Discourse of the PP-FR has now a channel in english for those who want to discuss asynchron. Discourse is really a nice tools. PP-EU could think to have his own ;)
https://discourse.partipirate.org/c/ppeu-discussions/l/latest
Exile: proposal - working groups should work on the program from last elections, just rewrite it
Tony: there is already a group to look into that and it will be a topic in the next meeting
1) 25th of March - Meeting on a common programm
First meeting to work on the idea of a common programm for the European Election 2019
https://ppeu.piratenpad.de/12

5.2. – Domiciliation of PPEU
Representative for Domiciliation and Registration
The PPEU is registered in Luxemburg. 12/4 we will get the formal letter with the most important number of registration which we do not have yet. Chairperson will send meeting invites to the VCs and Treasurer for a meeting immidaitely after and will set a meeting with the liaison in Luxemburg, Sven Clement.
5.3. – Financial authorization process
no news
5.4. – Media lists
(Hrafndís and Mikuláš)
Markéta: will contact other Pirate parties for their media lists an offer them help in creating them, if they do not have one
5.5. – E-Mail
Email addresses on @european-pirateparty.eu are set to roles, i.e. Board, treasurer, chairperson, vicechair etc.
Please ask Bastian for the login! (PGP-Keys are very welcome) <3
See Bastian's report
6. Projects
Suggestion: mapping the PPEU member/PPEU all with all representation on all levels to be able to be set up in [Ernst]
Aggregate the information about elective bodies that PPEU members are able to run in.
Slight problem with “all levels” - it's a problem to find info in other languages on lower levels
Report: Exile and Ernst will aggregate data in the wiki.
Research on possibility of pan-european candidate list for the EU election (Mikuláš - okta helping) → waiting for the EU council on 22/3 It turned out that it will not be possible for the next elections.
