For language codes we propose ISO 3166
For language abbreviation we propose ISO 639-2.
For English versions please use British English where possible (US, Australia, or India will not likely join the EU soon)

The procedure for compiling the data is

Step 1:
1. assign persons to programmes
2. copy & paste those programmes into the corresponding sections of the various pads. Create a new one if there is no suitable one.
3. state “no position” in those pads for which the programme does not have a position statement
4. translate into the pads
Step 2:
1. assign persons to topics (partly done)
2. extract information
3. identify and separate the conflicting parts
4. move to more abstract level if necessary
5. identify and separate the common parts
Step 3:
1. update with newly joining party programmes (e.g rare languages)
2. continuous
